Manager, Software and Enterprise Systems

Under the limited supervision of the Director, IT Services, the Manager of Software and Enterprise Systems is responsible for leading the College’s IT investments in software to align with the College’s strategic plan and key directions. The Manager will play a key role in IT governance, planning, prioritization, operations and execution of projects. The manager will oversee the development, implementation, and maintenance of enterprise systems and software applications, including DevOps, learning systems, and database administration, development and cloud infrastructure.
The Manager will be responsible for identifying opportunities to leverage SaaS/cloud-based and data solutions to improve the College’s IT infrastructure and operations, and for leading the development and implementation of cloud-based strategies and solutions. This will include managing a team of IT professionals to ensure that projects are delivered on time and within budget, and that cloud infrastructure is designed, built, and maintained to meet the College’s needs.
Education and Experience:
A Bachelor’s degree in Business, Computer Information Systems, Computing Science, or a related discipline is required. Masters degree is preferred. Five to seven years of experience in a complex business environment (preferably education), including operations. An equivalent combination of education, training, and experience may be considered.
Functions and Duties:
1. Develop and implement a strategic plan for enterprise systems and software development in alignment with Okanagan College’s goals and objectives, ensuring seamless integration with existing systems and infrastructure.
2. Lead a team of software and IT professionals, setting performance goals, providing mentorship, and conducting performance evaluations.
3. Oversee the DevOps, learning systems, database administration, cloud architecture, data, and development, including requirements gathering, design, development, change management, testing, deployment, and maintenance.
4. Collaborate with stakeholders academic and administrative departments to identify and prioritize software development projects.
5. Ensure that enterprise systems and software applications are developed and maintained in compliance with relevant regulations, security standards, privacy, and best practices.
6. Develop, manage, and sponsor project budgets, timelines, and resource allocation, ensuring timely delivery of high-quality solutions.
7. Evaluate emerging and innovative technologies and software development methodologies, recommending and implementing improvements to optimize software use.
8. Establish and maintain effective communication channels with external stakeholders to ensure alignment of enterprise systems and software initiatives with College objectives and user needs.
9. Write and evaluate technical documents, recommendations, and business cases.
10. Monitor and analyze system performance and usage patterns to inform data-driven decision-making and optimize system efficiency and effectiveness.
11. Build relationships and capacity with the vendor community through procurement and community participation.
12. Lead and manage the Software and Enterprise Systems team. Recruit; hire; orientation and training; professional development; supervising; coaching and mentoring; establishing an atmosphere of cooperation and professionalism; scheduling and assigning work; assigning and reviewing priorities; setting expectations; conducting performance evaluations; approving leaves and overtime; monitoring, performance management; resolving day-to-day conflicts and issues; dealing with performance or behavior concerns; administers and ensures adherence to College policies and collective agreements; consults with Human Resources to ensure consistency of interpretation and application; participates as the designated supervisor in the grievance procedure; ensures that subordinates are familiar with the relevant health and safety regulations and receive proper instruction in safe work practices and accident prevention
13. Participate, lead, or co-chair various corporate and IT Governance committees.
14. Provide hands-on technical expertise and guidance in solving complex software development and integration challenges.

– Demonstrated ability to provide leadership to a diverse team and interact comfortably with a variety of disciplines at all levels of the organization and to clearly present a message to a variety of audiences
– Detailed understanding of the function, process, and integration of information technology in a post-secondary environment, with excellent analytical and problem-solving abilities
– Demonstrated ability to develop, implement and deliver education and training programs/initiatives
– Demonstrated ability to develop and implement projects, programs, plans, and change management theory
– Demonstrated strong facilitation and negotiation skills

Annual Salary/Hourly Rate:
Range $89,455 to $131,201. Typical Hiring Range $107,346 to $119,273.
